City of Ottawa Risk Management Plan for Lansdowne Park

Workshop, Multipurpose Room, Glebe Community Centre, September 20, 2012, 7pm

When contaminated soil is stored on a property, the Ontario Ministry of the Environment issues a document called a Certificate of Property Use (CPU).  All the contaminated soil from the commercial and stadium parts of the Lansdowne site will be dumped in parkland between the shopping centre and Queen Elizabeth Drive at Lansdowne. The CPU specifies maintenance, monitoring, administration and reporting requirements to ensure that the city properly monitors site conditions to safeguard human and environmental health.  Should the property be rezoned or sold, the CPU constitutes a record.

This workshop will review the draft CPU and the Glebe Community Association’s Environment and Health and Social Services committees will then compile comments for the GCA to submit to the province. The province will finalize the CPU, which becomes a legal document encumbering the deed to inform future property uses or owners.

Copies of the City of Ottawa Risk Management Plan are available for short term loan at the Glebe Community Centre, 175 Lyon, Old Ottawa South Community Centre, 260 Sunnyside, Ottawa East Community Centre, 61 Main Street or the Sunnyside Branch of the Ottawa Public Library at 1049 Bank Street.  The Draft CPU for Lansdowne Park & Sylvia Holden Park EBR Registry Number is 011-6997 and the Ministry Reference Number is IDS-#0371-8TYQMY.  It can be downloaded.  Go to http://www.ebr.gov.on.ca/ERS-WEB-External/displaynoticecontent.do?noticeId=MTE3Mzcx&statusId=MTc1Njg1&language=en, then click on “Draft CPU” at the lower right corner to download a PDF file.  It will remain on the provincial Environmental Registry for public comment until October 4, 2012.  Anyone can submit comments.

For further information please check the Glebe Community Association web site: glebeca.ca/committees/environment/environment.html. The GCA looks forward to seeing you September 20th!

Lansdowne Park - Certificate of Property Use Now Available

On August 21, 2012, the Province of Ontario"s Ministry of the Environment has finally provided the public with detailed information on the management of toxic soils at Lansdowne Park. There is a 45-day public comment period on the Certificate of Property Use (CPU) which outlines the risk assessment and risk management measures for contaminated soils in one part of Lansdowne Park (Parcel C). Specifically, this CPU concerns the toxic material being buried in a berm close to the Rideau Canal and left in situ in an old underground inlet. You can find the CPU online at www.ebr.gov.on.ca under EBR registry number 011-6997. We expect that the Glebe Community Association's Environment Committee will be holding a public meeting on this. Watch the Glebe Community Association website www.glebeca.ca for details on the date & time.
